Lucy is a jailer that only appears within the manga. She was a jailer and was also the co-worker of Danny and Cathy in XX State Prison.

Lucy wears a jailer uniform, likewise to Cathy, consisting of a black pencil skirt and a rectangular-shaped hat. She wears a white undershirt and a tie under her long-sleeved blazer. Additionally, she tends to tie her hair up into a bun and wears glasses. She wears long boots that extend to just beneath her knees with an 'X' pattern on them, descending downwards. Because of her line of work, she was said to smell like blood and corpses.

Personality[]

Lucy's personality is of one that is infatuated with Cathy, with each of her appearances revolving around Lucy somehow talking or thinking about Cathy. She is shown to be extremely violent, constantly beating the people that speak bad about Cathy and always feels like her efforts to assist Cathy aren't good enough, filling her with anxiety. Despite this, she is still rather loyal to her job, instructing Danny of what reports he has to make, also answering the questions of a female prisoner.

Lucy wants to be deemed as necessary by someone, knowing that without her, the 'executions' wouldn't be carried out. She is also rather submissive to Cathy, constantly following her instructions regardless of what they are.

Plot[]

School Years[]

Lucy attended an all-girl school and Cathy's classmate. Like most girls at school, she admired Cathy's beauty and charismatic charm, though because she was too shy, she could only greet her on a few occasions. Due to her timidity, Lucy could only follow and watch Cathy from afar while admiring her. When Cathy's parents were killed in an accident, Lucy thought that Cathy would be devastated and was determined that she will stay by her side until she got better. However, to her shock, Cathy didn't even shed a single tear during her parents' funeral and instead so casually greeting those who came to attend the funeral like nothing has happened.

Cathy's apathy towards her parents' death gave negative impression of her amongst her peers, leading her to be bullied at school. Lucy, was the only one to remain devoted towards Cathy, erasing the graffiti on Cathy's locker and desk and even attacked the ones who mocked her. This resulted her being bullied as well by other students. However, in return, Lucy's constant action to defend Cathy and declaration that she would do anything if it's for her sake have finally earned her Cathy's attention.

One day, one of the students who was jealous of Cathy's previous fame and the one behind the bullying, forcefully dragged and trapped Lucy in a classroom with the help of her friends and her boyfriend. There, she has her boyfriend to threaten Lucy if she remains loyal to Cathy, only to be interrupted by Cathy herself who tricked the students guarding the door to leave by simply saying a teacher is coming. Impressed by Lucy's dedication, Cathy tested Lucy by telling her how far she'd do for her sake, which Lucy responded by fighting against their classmate's boyfriend that inadvertently led to him stabbing Lucy by accident. Horrified by the accident, the two of them fled. Lucy told Cathy should she has sinners that needs to be judged, she could use her however she like to punish them. Having finally gained Cathy's attention and acknowledgement, Lucy became inseparable with Cathy since then. Lucy's first act of punishment under Cathy's order was by killing the same bully by pushing her to the train track as the train came.

Episode.0[]

After graduating, Lucy became a jailer at a state prison together with Cathy, punishing and sometime even killing the criminals being held there. Despite their continuous illegal punishments, all of their victims were simply being deemed mentally disturbed and no one was suspicious of their activities until the prison counsellor, Daniel "Danny" Dickens, noticed that the prisoners being held there exhibited too many similar symptoms. Danny tried to confirm his suspicion by asking Lucy. Even though Lucy tried to be evasive by using the prisoner's state of mind as excuse, Danny cornered her when he told her that she smells rotten corpse and blood and accused her of harming the patients. This accusation caused Lucy to slip up until Cathy intruded and indirectly formed mutual silence between them and Danny.

One day, a terrorist whom Danny was counselling mocked Cathy, prompting Lucy to take him to a cell and repeatedly beaten him up. However, when she picked her baton, the prisoner took the opportunity to knock her out and escape. She called Cathy who was at the church with Danny and tearfully informed her of the escaped prisoner. After the prisoner was killed by Danny, Lucy came to the church and helped in covering up the incident. Ever since the incident, Lucy noticed Cathy and Danny spending more times together. Curious and uneasy, Lucy secretly follows them, leading her to the antique store belonged to twin brothers that Cathy and Danny have recently visited to recruit one of them as Gray's angels. She asked them what Danny and Cathy were doing, but when the twins revealed how Cathy mocked them for being defective because they always do things together, Lucy unknowingly drove them to kill one another by telling that only a singular person could be considered complete. When Lucy visited the store again, the surviving twins, Shing, told her that he will be closing the shop, making Lucy stop coming to the store again.

Lucy's uneasiness grew, causing her to make mistakes when punishing the prisoners and even almost kill one even though Cathy didn't ask her to. Lucy's mind grew unstable after a female prisoner who was obsessed in killing other prisoners for being dirty and ugly asked Lucy to help her cleaning them up. Cathy chose the female prisoner to be the next sinner she would punish, bringing her to the underground room where Cathy and Lucy tortured her until she confessed all of her sins. Weakened, the prisoner pleaded for Lucy's help, but Lucy simply shrugged off her plea by telling her that being punished by someone wonderful like Cathy is a blessing. When the prisoner began to mock her and Cathy for being no different than her, Lucy became furious and killed the prisoner while Cathy was watching in another room with disappointment.

After Lucy killed the prisoner, she's approached by Cathy who invited her to hang out after work, which Lucy happily obliged. After work, Lucy suddenly found herself chained on a table with Cathy ready to kill her, revealing that she has decided to accept Gray's invitation to become one of his angels, and therefore she has chosen Lucy as her kill. Instead of being afraid, Lucy was delighted and felt honoured to become Cathy's first victim and died happy.

Catherine "Cathy" Ward[]

Lucy holds a strong obsession towards Cathy, despising those that look down on her or speak bad of her, even going as far as tremendously blushing when Cathy invites her out. As the two are rather close, Cathy often makes Lucy kill criminals in her stead after she has finished 'condemning' them. She is intent on defending Cathy, regardless of what means she has to use and revers Cathy as the only person that is allowed to 'judge' or 'condemn' people. Lucy also believes everything that Cathy says is 'true', as shown by her confrontation with the twins.

It is shown that Lucy is extremely afraid of Cathy hating her, saying that she'd do anything to make sure Cathy doesn't despite her, as shown by Lucy apologising profusely and crying when Prisoner 42 had escaped and blaming it on herself. When it comes to Cathy, she feels inferior and constantly seeks approval from her, wondering if she is making the right decision by hurting someone when Cathy has not 'condemned' them yet.

Lucy is the first person to be killed by Cathy after she has become an 'Angel'. And instead of feeling horrified, Lucy feels honoured to be the first person chosen by Cathy herself to be killed and happily accepted her death in Cathy's hand.
